I washed mine in cold water and it didn't shrink. So I believe your safe with M. Hope that helps

Depends how you want them to fit. A small will probably be snug but the fabric stretches. A medium may feel baggy.

Q: Looking for something like this without liner. Can the liner be removed?

The liner was loose on me. It was always riding up my legs. I cut it out. Love the shorts now.
