Q: would a 15 lb dachshund dog fit in this OK? Need a carrier and dog carriers all too small. Can't find measurements of this.

Oh yea most def! Doxie can fit in there pretty well.

Q: Would it work for 3 kids i have 3 in diapers and one on the way?

It's very versatile and roomy but not sure that it would be large enough for diapers and other items needed for a long period of time for 3 to 4 children

Q: Does this bag work well with airplane travel?

Yes! But I would take the backpack to make it easier to use inside the bathroom. This bag fits a lot and is super practical.

Just slightly larger than the dimensions of the bag.
